STUDENTS BY –LAWS
The Governing Board of Hagafilo College conscious of the fact that students at Hagafilo College are all adults according to the laws of Tanzania and must accept the responsibility of adults, desirous therefore that students should observe these by laws, draw up and enforce their own rules of community living in appropriate to the special needs and work at the college level.
Students are additionally reminded that they are subject to laws of Tanzania while on the College campus or elsewhere. If a student is convicted of an offence in a dully established court of law against the laws of the country or any other country his/her continued membership of Hagafilo College may be considered or reviewed by the disciplinary authority.
Any kind of misconduct by a student or students that has the effect of tarnishing the good image of the College is prohibited. Students are required to conduct themselves at all times in a manner suitable for the reputation of their status as college students.
Students shall be expected to treat each other, members of staff, and the members of the community in general, with courtesy and consideration and in particular, by observing moral and ethical norms at all times.
Every student is presumed to be aware of the existence of these By- laws and any other laws of Hagafilo College of Development Management (CODEM) and IT SHALL NOT BE A DEFENSE for any student in relation to any proposed disciplinary measure that these by laws were not brought to his/her attention by the College. Students are required to sign a declaration form that they shall respect the College.
PREAMBLE
Whereas Hagafilo College has been established for pursuit of truth, a high quality education, research, consultancy and ethical values. And
Whereas such truth, quality education, research, consultancy and ethical values can best be attained peacefully when peace, tranquility and good cooperation accompanied with respect among member of the College prevail.
Moreover
There are established Students By-Laws to assure prevalence of these conditions and ultimately, attendances to the mission of the Hagafilo College of Development Management.
Hagafilo College offers different programmes in the level of certificate and Diploma. The following are the programmes currently offered:
- Department of Education
- Grade A Teachers Certificate Examination (GATCE.
Entry qualifications; division I – III in form four. - Diploma in Early Childhood Education (DECE).
Entrance qualification; To be admitted to this course an applicant should possess four (4) D in academic subjects in CSEE
- Grade A Teachers Certificate Examination (GATCE.
- Department of Animal Health and Production (AHP)
- Diploma in Animal Health and Production (DAHP)
Entrance qualifications: To be admitted to this course an applicant should possess four (4) D in academic studies but two (2) D should be of science subjects which include (Mathematics, Physics, Chemistry, Biology, Agriculture, Geography and Nutrition)
- Diploma in Animal Health and Production (DAHP)
- Department of Law
- Diploma in Law
Entry requirements:- Direct qualifications:
The applicant shall be the holder of an advanced Certificate of Secondary Education Examination (ACSEE) or Equivalent: and he /she has obtained with at least one principal pass and subsidiary in relevant subjects in the ACSEE; and he/she must have an 'O' level credit at least "C" grade in English. - Equivalent qualifications: A certificate in law from an accredited/ recognized institution.

Entry Requirements: A candidate shall be eligible for consideration for admission to certificate in law programme if:- He/she has obtained a certificate of Secondary Education Examination (CSEE) and has four passes in non-religious subjects. A pass in English is compulsory. .

- Department of Records Archives and Information Management
- Diploma in Records, Archives and Information Management
Entry qualifications: The applicant shall be the holder of an advanced Certificate of Secondary Education Examination (ACSEE) or Equivalent: and he /she has obtained with at least one principal pass and subsidiary in relevant subjects in the ACSEE. - Certificate in Records, Archives and Information Management.
Entry qualifications: A candidate shall be eligible for consideration for admission to certificate in Records, Archives and Information Management programme if:- He/she has obtained a certificate of Secondary Education Examination (CSEE) and has four passes in non-religious subjects.
- Diploma in Records, Archives and Information Management
- Department of Information and Communication Technology (ICT)
- Diploma in Information and Communication Technology
Requirements: Possession of National Vocational Award (NVA) Level II or Trade test Grade II in a ICT related field from a recognized institution plus possession of Certificate of Secondary Education Examination (CSEE) or its equivalence OR The holder of an advanced Certificate of Secondary Education Examination (ACSEE) or Equivalent: and he /she has obtained with at least one principal pass and subsidiary in relevant subjects in the ACSEE. - Certificate in Information and Communication Technology
Requirements: A candidate shall considered if possesses of at least four (4) ‘D’ including one of Basic mathematics and English language in Certificate of Secondary Education Examination (CSEE)
- Diploma in Information and Communication Technology
- Department of Vocational Education Training (VET)
Under the department of VET the following programmes offered.
- Motor Vehicle Mechanics (MVM) up to Level III
Requirements: student should obtain ‘O’ level secondary education) - Welding and Metal Fabrication (WMF) up to Level III
Requirements: Primary school standard VII Certificate, Ordinary secondary school education or Apprentices from industry with field experience in welding and metal fabrication for one year - Design, Sewing and Cloth Technology up to Level III
Requirements: Student should have obtained ‘O’ level secondary education or Apprentice from work place/industry with experience of not less than one year. - Electrical Installation (EI) up to Level III
Requirements: Ordinary secondary school education with passes - Business Operation Assistance (BOA) up to Level III
Requirements: Ordinary secondary school education with passes - Information and Communication Technology (ICT) up to Level III
Requirements: Ordinary secondary school education with passes - Animal Husbandry up to Level III
Requirements: Student should obtain ‘O’ level secondary education with passes in at least two science subjects
- Motor Vehicle Mechanics (MVM) up to Level III
